The Government of Canada introduced the new 2023-2025 Immigration Levels Plan
On the first day of November, the Government of Canada released the details of the 2023-2025 Immigration Levels Plan. In 2021, Canada welcomed more immigrants than ever before – over 405,000 in one year. Now, the country has set even higher goals for immigration over the next three years. As part of the new plan, Canada will accept 465,000 new permanent residents in 2023. The next year, 485,000 newcomers are projected to arrive, and an additional 500,000 in 2025. The Immigration Levels Plan determines the number of immigrants Canada plans to accept in a given year. The new strategy will allow accepting more immigrants to help businesses tackle the labour shortages and attract more skilled people for specific industries such as healthcare, trades, manufacturing, and information technology and deal with the potential problems Canada may face in the coming years.
The government’s new immigration plan will place emphasis on economic growth and increasing admissions in the economic class by 2025. Additionally, through programs like the Atlantic Immigration Program and the Rural and Northern Immigration Pilot, Canada will admit more immigrants to address local labour market needs. Some other key points of the new plan include growing the economy, reuniting more families faster, providing a safe place to refugees and asylum seekers fleeing difficult circumstances overseas, as well as increasing Francophone immigration outside Quebec.
Maple Country will be holding more PNP draws in the next three years
In the next three years, the Provincial governments will be holding more Provincial Nominee Program (PNP) draws to attract qualified immigrants to the provinces of Canada. The new Immigration Levels Plan will enable Canada to welcome 20,000 more permanent residents next year through the PNP. In 2022, a total of 83,500 new permanent residents have been invited to come to Canada under this program – but due to recent Immigrations Level Plans changes, that number will increase dramatically. By 2024, the PNP target number of immigrants will reach 110,000. The following year in 2025, that number is estimated to grow to 117,500 people. As a result, one out of every five new permanent residents in 2025 will enter Canada through the PNP.
Canada has increased the number of invitations issued over the past few years. Each province or territory in Canada, except for Nunavut, which is too small to run a separate program, and Quebec which has its own system, has its own unique PNP program, which gives them an opportunity to select a certain number of immigrants who meet their criteria for immigration. The PNP draws are designed to attract immigrants who possess the skills and qualities needed to fill labour gaps in their respective provincial economies. The increase in PNP draws is welcome news for potential immigrants looking to move to Canada, as it gives them more chances to immigrate to Canada. Canada invited candidates under Express Entry with the lowest CRS score for 2022
On November 9, 2022, the Government of Canada issued invitations to 4,750 eligible candidates under the Express Entry streams. This is the second consecutive draw to invite 4,750 candidates, following the October 26 draw. In this round, the cut-off score was the lowest for this year – 494 points. In the latest update, there were 233,619 active profiles registered in the Express Entry pool. From January to October 2022, Canada invited 41,788 applicants through Express Entry.
Express Entry is an online immigration application system that allows skilled immigrants to submit a profile for permanent residency. Eligible candidates are invited under Express Entry’s Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP). The Canadian government was successful in reducing the immigration backlog
IRCC data shows that the immigration backlog has shrunk to 2.2 million. Applications for temporary residence have decreased sharply, while permanent residence applications have slightly increased. As of September 30, the IRCC webpage tracking inventory for applications across all businesses reported 2.6 million submissions. Out of these 2.6 million immigration applications, 1.1 met service standards, while the remaining 1.5 were backlogged. However, this does show some progress in reducing numbers from last month.
The goal of IRCC is to process 80% of applications as set by the processing time standards or within the average timeframe that IRCC sets for each type of application. The service standard is the amount of time that IRCC usually takes to process an application. Application processing times may exceed the posted service standards, in which case the applications are considered to be in the backlog. Ottawa introduces the new TEER system on November 16
The Canadian Government will change the National Occupation Classification (NOC) system to include Training, Education, Experience, and Responsibilities (TEER) to stay current with the changing labour force trends. This newest revision, provided by Employment and Social Development Canada (ESDC) and Statistics Canada, will only have an administrative impact, as advertising or delivery of the immigration programs will not be affected.
The NOC is a system used in Canada to measure the skills and experience of workers. It provides a way for employers to find workers that match their needs and helps programs like employment insurance, skills development, and other training initiatives aimed at helping people find work to stay effective. IRCC will start holding targeted Express Entry draws in January 2023
To diminish the amount of strain put on businesses due to the lack of available workers, IRCC will begin hosting Express Entry draws only for highly skilled applicants. By holding targeted draws, the Government of Canada aims to make it easier for immigrants with foreign credentials to get assessed in Canada, as well as allow IRCC to select workers based on the sector they work in and the location they want to live. It is expected that the first targeted Express Entry draw will be held in January 2023.
Immigration Minister Sean Fraser stated that the current Express Entry all-program draws do not help bring foreign nationals with the skills and qualifications needed to Canada. IRCC has not yet decided on which occupational, language or educational credential categories to use for the structure of these draws. The government says it will “consult a wide range of stakeholders” to decide on the details of the new format. The OINP website is down to transition to the NOC 2022
The Federal Government of Canada requires the Ontario Immigrant Nominee Program (OINP) to transition to the new NOC 2021 system on November 16, 2022. As part of this change, the OINP e-filing system was not available from November 16-21, 2022. After the update, all applicants will have to resubmit their Expression of Interest profiles on November 22 or later. Although this may seem like a burden, previous submissions will still be accessible to make the process simpler.
The OINP is Ontario’s economic immigration program that works in partnership with IRCC. Foreign workers, international students and others who fit the requirements in terms of skills, experience and education can apply to receive a nomination from the province. The OINP identifies potential permanent residents who have the skills and experience that the Ontario economy needs, and the Government of Canada make the final decision on granting permanent residence status.
